Salary Grade:  N08        From:  $94,355.35

This is a temporary opportunity up to 12 months in duration

Job Summary:

Are you an inspiring leader with a drive to deliver results in a fast-paced environment?  Are you looking for an opportunity to bring your Project / Program delivery expertise into the IT Organizational Change Management space, providing Project & Program Governance support and Business Stakeholder Relationship Management experience to the Workplace Safety and Insurance Board?   If so, consider joining the IT Business Planning & Performance Branch during an exciting time of modernization.

As an IT Portfolio Manager, you will define, advise and support the IT portfolio, with a focus related to supporting IT organizational change management and change communications.  In the role, you will act as a central point of contact and execution within IT for planning, reporting and advising in the implementation of IT specific organizational (people) change and IT engagement communications.  You will act as liaison with external resources providing expertise and support in these areas, as well as supporting IT change communications.

You will interface with IT divisions and projects, as well as external partners (ECMO, Communications, etc.) on organizational change management impacts to ensure the IT cluster and its staff are connected and manage improved outcomes. You will develop and maintain relationships internally with all levels of WSIB (including but not limited to EPMO, Procurement, Finance, Internal Audit, Legal Services, Human Resources) and externally as required.

Major Responsibilities:

IT portfolio advisor for oversight on governance, risk management, reporting, communication strategies, including, but not limited to:

·         Guiding portfolio through development and maturity phases;

·         Benchmarking dependencies within assigned portfolios related to ITC roadmap;

·         Coordinating with internal teams for portfolio health check assessments;

·         Developing portfolio managed protocols;

·         Engaging stakeholders within dependent disciplines, such as; Contract Management, Quality Management, Procurement, and Legal;

·         Championing innovative and value-add solutions for portfolio deliverables;

·         Developing communication vehicles for executive management teams including risk assessment, dependencies, corporate goal alignment and budget

Assess IT portfolio viability within appropriate timelines and interdependencies, including, but not limited to:

·         Assessing initiative proposals and business cases;

·         Advising on requirement gathering consolidations

·         Creating executive management reports for portfolio risks, budget, monthly status, recommendations, health checks;

·         Designing and managing communication plans and strategies;

·         Managing standard change management practices;

·         Monitoring and advising on portfolio health check assessments;

Contribute to the development of portfolio artifacts for terms of reference, concept documents, business cases, including, but not limited to:

·         Promoting integrity of portfolio processes with the PMO;

·         Advising PMO statuses, as required;

·         Recommending changes and improvements to portfolio processes and methodologies.

Facilitate the ITC intake process including:

·         Facilitating meetings for new requests

·         Forecasting resources

·         Developing and supporting reporting and monitoring tools.

Support Manager, Planning Management:

·         Providing advice and guidance for portfolio governance and benefits realization;

·         Ensuring support protocols and appropriate standards and best practices;

·         Advising on portfolio interrelationships supporting priority and resource allocation decisions;

·         Promoting continuous improvement through lessons learned and facilitating recommendations.

Implement project portfolio dashboards, scorecards and reports:

·         Creation and generation of IT scorecards;

·         Providing recommendations for dashboards, scorecard reporting;

·         Planning for the 3-to-5 years ahead, consistent with the IT roadmap.

Proving advice on ITC initiatives that are of a sensitive nature (for example, IT outsourcing) as assigned:

·         Ensuring adherence to processes and governance in terms of time, cost and benefits;

·         Managing end-to-end portfolio scope, resources, budget and deliverables;

·         Facilitating and managing meetings.

Requirements:

Education:

·         Post-secondary degree in a business related field/ or equivalent combination of work experience.

Experience:

·         8-10 years

·         Experience managing large projects.

Technical Professional Qualifications:

·         Project Management Professional (PMP) certification or equivalent
